Every week on a federally funded job, each contractor and subcontractor has to submit a certified payroll report. Miss it and progress payments stop. The form itself is not complicated — the work is in the arithmetic: splitting each worker's hours into straight time and overtime, keeping the fringe rate separate from the base rate, totalling deductions, and doing all of it again next week.

It follows the official layout, column order and the exact Statement of Compliance wording. The Department of Labor accepts "form WH-347 or equivalent" — which is why certified payroll platforms all produce their own rendering rather than the government PDF. Always check the figures before signing.
Federally, any hour past 40 in the work week is overtime at 1.5× the base rate. The fringe portion is not multiplied — it is paid at the plain hourly amount for every hour worked. If your state adds a daily 8-hour rule, tick that option and it will be applied on top.
Tick "fringe benefits paid in cash". The fringe amount is added to every hour worked and box 4(b) is selected on the Statement of Compliance instead of 4(a).
Many states accept WH-347 for their own prevailing wage programs; a few require their own form — California DIR is the best known. The figures this produces are the same ones those forms ask for.
